 How can they call it an "offering" when it is mandatory?

One portion of OT is voluntary...the mandatory came down last week because no one was signing up for the voluntary. It's a government work place here in the states. As with most governmental agencies in the US they can change the name of the game at any time and pretty much do. I found out really quick this week that when I put it on my timecard as mandatory, because it is only locally mandatory and did not come down from the big guys, we aren't supposed to put mandatory. I have to laugh because the game changes every freaking week...these folks don't know if they are coming or going!!!
